To a flood, everything is an enemy.
Not other Flood, you don’t see them killing each other.
Actually, Flood will sometimes attack other Flood. This is evidenced in the Halo: Evolutions short story Mona Lisa. The Flood fight each other for control of the pilot, Bergundy.
