The bad news is that the temporary discount is only available for Gold Members located in the US region. Yeah, its really weird that Microsoft uses the term sale (normally applied to popular items to attract more purchases elsewhere) when the term clearance is more appropriate (trying to get rid of unwanted/unpopular items).
